
2025 Pioneer in Prevention Award Recipient: Mike Pennington
This year, we proudly introduce the Pioneer in Prevention Award, recognizing individuals whose groundbreaking contributions have reshaped the field of prevention. The inaugural recipient, Mike Pennington, exemplifies what it means to be a true pioneer. Mike’s career spans 32 years at the Pennsylvania Commission on Crime and Delinquency (PCCD), including the last six as Executive Director. His retirement in April 2025 marks the end of an era, but his legacy continues to inspire.
From the early days of Governor Ridge’s Children’s Partnership, Mike helped lay the foundation for PCCD’s Juvenile Justice and Delinquency Prevention Committee, a bold move at a time when it was unheard of for a state agency to lead prevention efforts. His vision and advocacy led to the creation of EPIS (Evidence-based Prevention and Intervention Support), a resource center that continues to guide prevention strategies across Pennsylvania.
Mike’s leadership was grounded in a belief that prevention is powerful. He championed training, technical assistance, and statewide campaigns like PA Stop/Start, and supported the Commonwealth Prevention Alliance (CPA) through scholarships and strategic collaboration. Accepting the award, Mike reflected on his guiding principle: “Every effort we make, every conversation we have, every program we implement has the power to change lives.”

2025 Legacy in Prevention Award Recipient: Ericka Gaines
This year’s Legacy in Prevention Award honors Ericka Gaines, a visionary leader whose work exemplifies the theme Community Powered Prevention. Ericka comes to prevention not just as a profession but as a calling. She leads with heart, purpose, and an unwavering commitment to healing and hope. At the 20205 Youth Summit, Erickacreated a space for youth to attend and empowered them to lead. Her approach to prevention is rooted in trust, resulting in a lasting impact that resonates far beyond the event.
In her community, Ericka launched PATH (Prevention Alternatives for Trauma and Healing), a trauma-informed, culturally grounded program offering mentorship, healing, and growth. Path is where prevention meets real life – with care, culture, and purpose at its core.
Accepting her award, Ericka shared, “This recognition is a reflection of the collective work, passion, and perseverance of so many individuals and organizations committed to prevention, healing, and hope.” She reminds us that prevention is not easy but essential, as “every act of prevention is an act of love.” More importantly, we must remember that Prevention is NOT a moment, it’s a movement!
